Pakistan FC Kills 2 BSO – Azad Activists, Arrests 30, and Burns Homes in Khuzdar

Occupied Balochistan: The Pakistani Frontier Corps (FC) killed two activists of the Baloch Students Organization (BSO-Azad), arrested more than two dozen of innocent civilians and burned several homes in a massive search operation in Totak locality of Khuzdar district on Friday. According to the details, the FC unleashed the operation in the early hours of Friday, killing two people Yahya Baloch and Mohammad Naeem Baloch. They were both reportedly close relatives of Sardar Ali Mohammad Qalandarani, a tribal influential figure. BSO-Azad spokesman Salam Sabir said that the slain youth were members of the Baloch Students Organization (Azad). Local sources said that the FC had cordoned off the entire area early on Friday morning and disconnected all forms of telecommunication contacts in the area. As a result of the firing initiated by the FC, several people were injured as well. The operation continued until 4:00 p.m. “The forces also whisked away around thirty people with them, “confirmed a local residence,” those who were detained and taken away included three sons of Ali Mohammad Qalandarani.” The arrested men have been named as: Aftaf, Wasim, Mir Atiq, Khaleel, Mir hussain ahmed, Ubaid ullah, Niaz Ahmed, Maqsod, Khan jan, Masood, Lawang khan, Haroon Rasheed, Siraaj, Mula Hussain, Adaam, Ayub, Abdullah, Waheed, Mujeeb, Anees, Nasib, Ahmed khan, Abdul Rasool,Rashid mengal, Ata Usamad, Zia ulah, Faizullah, Yasir, Manzurullah, Kadir Buksh , Zubair, Shoaib, Aziz Ahmed, Shafi, Naseer. The dead bodies of the victims were taken to the hospital after the completion of the operation. Eyewitnesses said hundreds of security personnel riding on around sixty vehicles participated in the operation which mainly targeted the Balochs hailing from Qalandarani tribe. “Naib Tasildhar Baghbana Mohammad Azam Bajowi took the dead bodies to the hospital along with Levies personnel,” said a local journalist,” Dr. Somar Khan who attended the bodies refused to talk with Media regarding the twin killing. “The doctor even misbehaved with journalists and threatened to not cover the incident otherwise he will call the forces”. Journalists in Khuzdar have strongly condemned the behaviour of the doctor and asked the health department officials to take action against him for misbehaving with the journalists on duty. The reporters’ community in Khuzdar has warned to launch a province-wide protest against the doctor with the help of journalists from other parts of Balochistan. They demanded his immediate transfer. Sources said the security forces had also burnt scores of homes belonging to the local Baloch population in order to scare the people living in the area. The area remained cordoned off for many hours while all forms of communication with the township were suspended as forces continued their activities. The operation in Thotak has been widely condemned by the Baloch Students Organization, Baloch National Voice (BNV), Baloch Republican Party (BRP) and Baloch National Front (BNF). Open in new windowBaloch Student Organization (BSO-Azad) held protest demonstrations in Quetta, Naushki and Pasni condemning the killings of its activists. They accused the Pakistani security forces of carrying out massive operation in Baloch populated area. “The security personnel had violated the sanctity of homes and even misbehaved with Baloch women and elders during the search operation in Tutak area,” protestors alleged. BSO spokesman said that 30 members of his organization had been arrested and many were injured during the search operation. “The forces set six houses on fire,” they charged. Activists of BSO Azad also protested in Karachi, the largest joint city of Sind and Balochistan with a sizable Baloch population, to vent their anger against the use of brute force against the civilians by the security forces. Akbar Hussian during the Home Secretary of Balochistan has out an operation in Khuzdar by saying that the FC had been attacked by the local residents and it had only defended itself in the exchange of fire which killed two people. It is believe to be 21st century where science has its way to prove analytical reports on various projects, where once people thought earth to be flat science made their perceptions to see the earth and the surrounding planet in their true forms, but in all these happenings we never thought that some perception can make us go wrong, can let us decide something which is not true at all. If science has proved many of the mistaken theories of mankind as wrong and illusionary then it has done this in an explanatory way, everything we defined from the solar system to the galaxies all were in details when science came with the total studying of these natural structures, through investigation that is what makes one’s perception to be in true form of perfection.

For centuries people were arrogant by their own judgment that what ever seems to be happening must be real, the people who thought earth to be flat, people who think all Muslims are terrorist, people who thought Black people have no honor, people who think Pakistan is an Islamic State and people who think Baloch to be part of this unethical state, From all these perceptions not even a single came under microscope to be analyzed only one was solved the others are self made illusions from different mindset of peoples.

It is these illusions that have caused them to be ignorant to redefine their perception because what they see is not in its perfect form, If all Muslims were terrorist then the population of Muslims around the world (In Billions) would have caused the doom of civilization, if Black people had no honor then white folks have no regard for humanity either, If Pakistan is an Islamic State then the genocide of 3 Million Bengalis wouldn’t have occurred and another million of Bengali women wont have lost their honor to these savage beasts and last but not the least which was never given any chances to speak for their heart are the Baloch people taken forcefully under the claws of this immoral state, obsolete theory that Baloch are part of this State have caused the population of world to really believe this saying while if one ask the Baloch population that do they love to be called Pakistani, the answer will surely come in negative.

The false allegations that in today are believed to be written truths while the documents and reports are written by those personalities whom had no sense of history or the nature of the inhabitants. A Christian or Jew will always claim and malign the Muslims for the terrorist attacks and charge all the Muslim population to be guilty but if a Christian or Jew murder hundred of Muslims then what that Jew or Christian will be called “Messiah” (Hundred of Palestine Peoples are murdered by the State of Israel), if one Baloch signed an annexation document with Pakistan then that signed documents seals the faith of million other Baloch what if all these millions of Baloch have not accepted the merger and have revolted time by time (Which Baloch nation did from Prince Karim Khan to Brahamdagh Bugti) duly it was the duty of International powers to redo the case of Baloch nation by giving them a chance to speak for themselves but a black response came from these international powers, the boundaries that Pakistan claim as its own are forged by the watchmen of British servitude, the slave of British were given shares and bounties while the aggressors were thrown down.

The wrong perception created by the oppressors shows Baloch to be a patriot Pakistani by giving way to those Baloch who are less important in Baloch politics and nationalism, it has always been the case with the oppressor giving media coverage to those personalities who were never nationalist and never took the interest of nation has their own, same method is applied here in this occupied state of Balochistan. The nationalist are being killed and many are still languishing inside the torture cells while the so called leaders of Balochistan and so called nationalistic parties NP, BNP are making claims of zero atrocities committed.

The centuries old Baloch nation is being annihilated in a slow genocide way and the outside world have no queries over what Pakistan has planned for Baloch nation, from systematic abduction to dumping of bodies non have been shown in international level. Pakistani media proclaims itself to be free from any boundary while it still serves the army like all the other militant states, Pakistani media records “A Man marrying 2 Women at the same day” they can telecast “A sheep carrying four horns” but they never try to show the Pakistani people or the international media of what the Pakistani army is doing in Balochistan.

Pakistan print and electronic media is very much steady and aware of the regional dispute but it keeps its distance from the burning lava so that the wrath of Pakistani army won’t touch them or their profitable marketing business. They can broadcast Punjabis getting attacked in Balochistan but they never publish that Baloch activists and missing persons are being killed by the Pakistani army, remembering one Baloch leader who once said that “If I am being killed then how can I insure their safety”.

The Punjabis who gets killed are working for the intelligence agencies and yet Pakistani media transform them to be innocent and civilized while the local Baloch who has nothing to do with any thing is abducted, tortured for days (In some cases for years) & later family members find him dead and dumped then why the silence, why the lips are sealed and pens are halted, double standard media can never do justice so do the judiciary on which Chief Justice Iftikar Chaudhry keeps on repeating that “Justice will be served”.

From Human rights organizations to International Media none has permission to cross into the boundaries created by the army and paramilitary forces of Pakistan and yet the International powers are dumbfounded over the case of Balochistan, Obama administrations pressured to solve the case of missing persons has led the Pakistani forces to increase their phase in killing the missing persons, contract killers like the “Death Squad” are being given task to eliminate the remaining missing persons one body at a time. “Kill and Dump” policy is such cold-blooded that it shows the behavior of the state with the Baloch population, for the Pakistani forces this game is not new they had played it with Bengali nation and now they are doing it with Baloch nation.

Pakistani forces for mere fun kidnap teenagers, chokes them with ropes, burns their bodies with cigarettes, bash their toes with hammers, breaks their inner bones, puncture their minds and lungs with injections & after they have their ways with the person they carry them to their execution place and squad fires them on that place. Many bodies carried letters in their pockets where the killers write the identity of the bodies or worse they write abusive words for Baloch nationalism.

Arms Bounded, Head Bent, Knees broken, eyes gouged, tongue sliced & carved with markings are the identifications of a severe torture and beatings of Baloch political activists, if these are not eye openers then what will cause them to react, do they want all Baloch nation to be Bounded, Bended, Broken, Gouged, Sliced & Carved so that they can see what is happening in Balochistan, the interesting part of the story is that knowing every detail and inscriptions of many Baloch abductees the organizations working for human betterment doesn’t show any remorse to these victims instead they proclaim the victim to hush-up and work out their differences with the criminals.

In just recent days Dera Bugti, Sibi & Bolan were plunged in a grand operation and thousands of Bugti tribesmen were rounded up for interrogation and never returned their homes taken to unknown location (Military Cantonments), Sibi & Bolan operation led many Baloch locals to become homeless when Pakistani army bulldozed the whole town in retaliation of the attack from the Baloch freedom forces. Is justice being served? Question arises many times because justice in Pakistan is for sale whoever gives a higher bid, justice will be served according to his will, like in just recent days Chief Justice of Balochistan comfortably announced that missing Baloch persons are released and have returned to their homes while the family members of those missing persons claimed that their loved ones are still going through the worse kind of treatment and the justification which Chief justice of Balochistan provided is actually rubbing salt over the wounds of the family members.

International Powers have to correct their perception and do the thinking of what to do with Pakistan and its policies on Balochistan and Baloch nation, the program and developments which Pakistan keeps on repeating as Baloch perspective is different, Nawab Khair Bux Marri once put this as “Anti-Baloch Perspective” which is overall true, parliamentary baloch leaders have already shook their tails and sagged their tongues out but those who are opposing these projects are abducted, tortured & killed.

Forced projects and development can never develop the local Baloch nation because these developments have never been profitable for Baloch nation one fine example is the “Sui Gas Plant” built in the year 1958 it is going through many channels and reaching the deep regions of Punjab but Dera Bugti still suffers from gas supply, from 26 districts of Balochistan only 4 districts have fully stable gas supply while the rest uses the old method. Gwadar port projected as a grand employment opportunity lacks local people recruitment, from top engineers to labors all are employed from Islamabad because of the head quarter situated there.

If these are not Anti-Baloch perspective then what profit did the Rekodik or Saindek has given to Baloch nation, big chunk of profits are going to the foreign investors and companies, remaining chunk goes to the federal Government and in return dog bones are given to Balochistan Government.

Judicial Inquiries, Commissions & Packages all are dramas created by those who are in support of these extra judicial abductions and killings, the panel judges of the commission created for the recovery of missing persons registered 20 cases of Baloch missing while the census of missing persons is in thousand, if this is justice serving then it is better to protest and fight with the uncivilized institutions rather exclaiming for justice.

The reason Baloch nation is appealing to the international powers, human rights organizations and freedom loving people is because they are depressed that not only the Pakistani military forces but the democratic and civilian forces are also against them and both these institutions are working hand to hand to draw Baloch nation to their brink of extinction. While both these institutions stamp the Baloch movement for independence as foreign created but the truth is Baloch nation is the sole owner of this revolution and this movement is being run by Baloch nation, no foreign influence has created this movement, Baloch protested and fought for their independence when they were taken by force & occupied and they are still fighting for their autonomous state.

From top civilian officials to military generals all have the same reason of Baloch uprising that is its “Foreign Influenced” while concealing their brutality with Baloch nation, from abduction, harassment, killing, & military operations every possible torture has been implemented on Baloch nation. Pakistani government cries of Indian involvement, Israeli Involvement & American involvement in Balochistan but would never say that “We occupied Balochistan, We killed Millions of Baloch in the wake of five operations, We snatched their rights to live, We bombarded their towns & cities, We killed mothers, sisters & children of Baloch nation & We are now trying to annihilate Baloch nation”, keeping silence over the extra judicial killings and marking the Freedom fighters has miscreants wont wash away the crimes Pakistan and its forces have done inside Balochistan.

Now its upto the International powers to halt Pakistan’s barbarism and hear the requests of Baloch nation & do justice according to their perceptions and not from the false theories & reports summarized by Pakistan for their own purposes.

 

 

Pakistan continues abductions, kill and dump policy of Baloch student and political activists

Two bullet-riddled bodies found near Turbat, three missing person found in severely injured condition, BRP member attack and wounded in Mashky, a resident of Pasi town of Balochistan has been abducted from Hub town.

Occupied Balochistan: Pakistan’s spy agencies tortured to death another two Baloch missing persons whose bodies were found from the Herrnok area, around 40 kilometres away from Turbat city, on Thursday morning. The incident triggered violence in Awaran, Mashkey and Turbat where two government offices and a Balochistan Rural Support Programme (BRSP) office were set on fire.

According to sources, a passer-by spotted the bodies and informed the Turbat Levies Thana. Levies official rushed to the spot and took the bodies to the Civil Hospital Turbat, where they were identified as comrade Abdul Qayyum, leader of the Baloch Student Organization (BSO-Azad) in Gwadar, and Jamil Yaqoob, a member of the Turbat zone of Balochistan National Party (BNP -Mengal). Hospital sources said comrade Qayyum received five bullets in his upper torso while Jamil Ahmed received three bullet wounds.

Family sources said Qayyum was taken from his residence in Gwadar on December 11. “Security personnel had arrested Qayyum and killed him during his illegal detention,” they said, adding that the case was also registered against FC personnel in the Gwadar Police Station.

Meanwhile sagaar publications, BSO-Azad’s official website, reported that the Organisation’s CC member Comerade Qayum Baloch was abducted on December 11, 2010 by Pakistan army from his house in Gawader and he was kept in segregation for 61 days. During the two months his whereabouts remained unknown to the BSO-Azad and his family members neither did he had any access to a legal representation. His brutally tortured and riddled with bullets body was found on Thursday Morning (10/02/2011) in herronk area near Turbat. “Marks of horrific torture on body of Qayum Baloch prove that during his detention period he had been subjected to severe torture and inhuman treatment”, sagaar reports read.

Qayum Baloch was one of the most politically conscience and active member of BSO-azad in Gwader area. Apart from being politically active Mr Baloch was also an active social worker and an advocate of human rights, a friend to almost every resident in his home city, Gawader.

Apart from this murder, another body was found in Heronk, which was identified as Jameel Yaqoob Baloch, who was abducted by Pakistan on 28th of August 2010, from Turbat. Jameel Yaqoob Baloch was a labor, working on wages to help his family. His body was severely tortured as Qayum Baloch’s was.

The statement published on the official website of BSO-azad further read that “Qayum Baloch’s murder certainly raises serious questions on the willingness or ability of the international peace rights campaigners to bring an end to the Human Rights abuses in Balochistan. Baloch Student Organization (Azad) believes that each of its activist, along with the support of the Baloch masses would continue the struggle of Kamber Chaker, Qayum Baloch, Sohrab Marri Baloch, Sami Baloch, Bebagr Baloch, Zahoor Baloch, Abid Rasool Baloch, Asim Kareem Baloch, young Majeed Baloch, Sikander Baloch, Junaid Baloch, Ilyas Nazar Baloch and all other prestigious names who have sacrificed their lives for liberation of their motherland and for creating a society based on justice and equality.

Three missing persons found in severely injured condition: Three Baloch disappeared person have been found in a critically wounded condition on National high at Jeewa Cross between Tuesday and Wednesday night. The victims hands were tied behind and they were blind folded. Levis staff has brought them to Suraab Police station.

The three badly injured youth have been identified as Sohrab Khan S/O Mir Jan Samali of Nemurgh region of Kalat town who has been abducted from Hub Chowki about one month ago, Shahzad Nadeem S/O Khan Mohammad Essazai as resident of Besima who had been abducted from a Hotel in Quetta along with Balochi folk singer Ali Jan Essazai Baloch in second week of January. The third victim has been named as Wali Mohammad S/O Mohammad Ismael Miragi a resident of Saarona area of Khuzdar. He was also abducted from Hub industrial town of Balochistan about one month ago.

On one their alive recovery send waves of happiness to their families whereas on the other hand all three youth are stated to be in critical condition. It must be mentioned here that last monthMr.Nasir Dagarzai was also found in a severely injured condition. According online Radio Gwank Balochistan, Nasir Baloch had been shot in the neck and legs but he survived miraculously. However, he had later succumbed to his injuries due to constant bleeding.

BRP member attacked in Mashky: unknown armed men open fire at a member of BRP (Baloch Republican Party), Liaqat Baloch here on Wednesday on his way back from Gujar Bazaar. The masked man fired live rounds at the BRP leader; Mr Baloch was immediately taken to Mashky’s Gujar Hospital where according doctor his condition is critical but stable.

Resident of Pasni abducted from Hub: Mr Abid Bashir Baloch a resident of Pasi town of Balochistan has been abducted by Pakistani security forces from Hub town. According to detail Mr Abid along with a cousin was travelling by his own car from Karachi to Pasi on Thursday night. When they arrived at Baba-e-Balochistan roundabout in Hub industrial town of Balochistan their car was stopped by personnel of security forces.

The forces after checking the IDs of both men have dragged Mr Abid out of his car and put him into another vehicle already parked alongside the road. They, however, allowed his cousin Mr Dad Baksh to continue his journey. The family of detained Baloch youth have register a case against his abduction at Hub police station.

Balochistan – Army & Judicial System

Army Officers acknowledged that a disappeared person was in their custody but the courts failed to recover him.

The Asian Human Rights Commission has received the details of the saga of disappearance of a master tailor who was arrested on two occasions by army personnel and how since October 2001 his whereabouts are unknown. The high officials of the Pakistan army including Corps Commander of Balochistan province, a major general, the governor of the province and above all of them, the chief of the Inter Services Intelligence agency (ISI) had confessed on the holy Quran in 2003 that the victim was in the custody of the ISI and that he would be released after the investigation.

The Judicial Commission to probe the cases of missing persons has also submitted a report to the Supreme Court of Pakistan that Mr. Bangulzai, the master tailor, was in the custody of secret services of Pakistan.

The dilemma is that since 2001 to date, the higher courts, the governments of the federation and Balochistan have failed to recover him because of the involvement of the army and its intelligence agencies in his disappearance.

Mr. Ali Asghar Bangulzai 50, the son of Ghulam Nabi was arrested the first time by secret services on June 1, 2000 from his tailoring shop. After 14 days he was released. After his release it was found that he had lost his memory because of the severe torture he had endured. He could not even recognise his own house where he was born. After his recovery he revealed to his family that he was kept in a torture cell at the basement of army’s Kulli camp situated at Quetta cantonment. During his confinement he was kept blindfolded at all times; his hands were cuffed and he was frequently suspended by the wrists by officials of ISI. This is according to his family members from he later told them. After his release for almost one year he was not able to run his tailoring shop.

Mr. Bangulzai was the resident of Chaki Shahwani, Sariab Road, Quetta, capital of Balochistan province. His tailor shop was in walking distance from his home. The army was suspicious that many people were visiting his shop and that he must be involved in militant activities.

Again, on October 18, 2001 Bangulzai was arrested along with his friend Mohammad Iqbal by men who came in army vehicles. Iqbal was released after 22 days he told Bangulzai’s family members that he was in an army torture cell. The family tried to contact the local officials and army command office for his whereabouts but they refused to meet the family. In early 2002, a constitutional petition was filed in the Balochistan high court, during hearing Mr. Iqbal recorded his statement that Bangulzai was in Kulli Army camp. He also took part in a press conference in Quetta Press Club with Bangulzai family members with regard to his arrest .The family members also submitted an application to SHO (Station head officer) Sariab Police Station with a request to lodge an FIR (First information report) about his illegal arrest and disappearance but the police refused to file the FIR because of the involvement of military intelligence agencies. The family of the victim also filed an application before the High Court to order police to file the FIR but the court could not help the family.

On April 27, 2002 family members of Bangulzai met the then Major General Abdul Qadir Baloch , who was Corp Commander of the province to inquire about the whereabouts of the Bagulzai. The family was given assurance that they would be informed about his whereabouts. The Corps Commander sent two officers from military intelligence to the house of victim on May 15, 2002 who told the family that Bangulzai was safe and in the custody of the ISI. As the interrogation is completed he would be released but officials refused to allow the family members to meet him.

In the meantime the family members in desperation tried to meet members of the parliament. They were able to meet Mr. Hafiz Hussain Ahmad MNA (Member of National Assembly) who took the family members to meet with the head of ISI (Inter services intelligence) Baluchistan, Brigadier Siddique. During the meeting Brigadier called Colonel Bangush and asked him to bring the file of Bangulzai. After seeing the file Brigadier Siddique congratulated the family and said that Banguzai was in their custody. During different meetings the family members of Bangulzai insisted that they wanted to meet with him but every time they were told that there was no need as he would be released soon.

On October 4, 2003 Brigadier Siddique asked the family members of the victim to provide clothes for him because all arrangements had been made for his release.

For the whole one year family members waited for his release and then they adopted the peaceful protest. Bangulzai’s children left their studies and went on a token hunger strike camp in front of Quetta Press Club for the safe recovery of their father and to record their peaceful protest. The camp was there for one year.

On July 14, 2005 the Baluchistan High Court on the pressure from lawyers and civil society took suo motto notice and directed the Superintendent of Police (SP) of Chilton Town, Mr. Wazeer khan, to investigate and register an FIR for Bangulzai’s disappearance by the state intelligence agencies. During the hearing seven persons recorded their statements that army personnel had arrested him and that had assured them many times he would be released from army custody. As usual on the pressure from army Sariab Police Station Quetta refused to register the FIR.

On March 2006 Hafiz Hussain Ahmad, the member of national assembly, visited the token hunger strike camp of family members of Bangulzai and told the local news papers representatives that the head of ISI (Inter services intelligence) Brigadier Siddique has himself acknowledge before him that Bangulzai is in their custody and also assured him that he will be released soon. Hafiz deplored the attitude of ISI officers for lying and misguiding the people.

On February 2007 the family members of Bangulzai submitted a petition in Supreme Court of Pakistan, in which Hafiz Hussain Ahmad’s written statement was submitted in the Supreme Court of Pakistan.

In continuation of their efforts the family members filed a petition in the Supreme Court of Pakistan in February 2007 where Mr. Hafiz Hussain Ahmad, the MNA, has submitted his written statement that ISI had assured him several times that Bangulzai is in their custody. The Supreme Court then ordered on January 31, 2010 that the FIR of his disappearance should be filed. The court also directed the police to file the FIRs of other disappeared persons also.

The Joint Investigation Team to probe the cases of disappeared persons, formed by the government of Pakistan, has also submitted a report to the Supreme Court that according to the testimonies of the eye witnesses and other supportive statements Bangulzai was in the custody of state intelligence agencies.

A Judicial commission to probe the cases of the missing persons, formed by the Federal Government on the instruction from Supreme Court has also came to the conclusion in the March 2010 that after recording all the witnesses that Bangulzai was arrested by the Pakistan secret services and that he was in its custody. The report was duly submitted to the Supreme Court of Pakistan.

During the hearing of the Judicial Commission, Mr.Hafiz Hussain Ahmad (MNA) has recorded his statement that the Brigadier Siddique, head of the ISI in Balochistan province, has acknowledge to him that Bangulzai was in their custody and soon he would be released. Mohammad Iqbal who was arrested with Bangulzai also recorded his statement that they were arrested by secret services and that Bangulzai was in their custody. The other witnesses as well recorded their statements that Brigadier has several times accepted in front of them, and Corps commander Qadir Baloch sent his two (MI) (Military intelligence) personnel to the victim’s family and said that he was in the custody of an Intelligence Agency.

It is appalling that 11 years after his arbitrary arrest and incommunicado detention by the intelligence agencies Bangulzai’s whereabouts are still unknown. None of the institutions and officials who were involved in his disappearance has been put on trial despite the fact that they have admitted his detention 11 years ago! Judges hearing disappearances cases have stated in court that any intelligence officer involved in the disappearance of an individual should be placed on trial but this has never happened. Not one has ever been punished.

In the presence of all the evidence that he was illegally arrested and kept incommunicado in an army torture cell by the ISI, the weakness of the country’s justice system is blatantly evident before the powerful military and security agencies. His disappearance by the military is contravention of the basic rights guaranteed by the constitution of Pakistan for example:

Article 4 — The right of individuals to be dealt with by law, Article 10–safe guards as to arrest and detention — the arrested person should be produced within 24 of his arrest before the magistrate, Article 14 — no person should be tortured, Article 15 — freedom of movement and Article 25- all citizens are equal before the law.

The case of Bangulzai is a clear demonstration that the laws of the country do not apply to the military and intelligence agencies. When it comes to providing justice to the ordinary citizen in the face of these institutions the judiciary remains silent.

The Asian Human Rights Commission urges that Mr. Bangulzai should be released immediately from the captivity by the army and its intelligence agencies and that the officials responsible for this arrest and disappearance are prosecuted. Furthermore, the compensation must be paid to his family for the ordeal suffered by him and his family members.

آج پھر بلوچ شہداء کے قافلے میں ایک اور معصوم علی جان بلوچ کا اضافہ ہوا – اطلاعات کے مطابق ، آج صبح کوئٹہ کے نواحی علاقے اختر آباد کے قریب ایک اٹھارہ سالہ نوجوان کی مسخ شدہ لاش ملی ، جسے مقامی پولیس نے بولان میڈیکل کالج ہسپتال منتقل کیا – ہسپتال ذرائع کے مطابق متوفی کے جسم پر شدید تشدد کے شواہد ملے ہیں ، اور سر میں گولی کا واضح نشان بھی دیکھنے میں آیا ہے – بعد ازاں متوفی کی شناخت مچھ کے رہائشی  بی-ایس-او آزاد کے شہید راہنما ممتاز کرد کے چھوٹے بھائی کی حیثیت سے ہوئی – متوفی کو خفیہ اداروں نے  گزشتہ سال 23 نومبر کو سبی سے گرفتار کیا تھا – واضح رہے کہ متوفی کے بڑے بھائی ممتاز کرد کو بھی اسی انداز میں خفیہ اداروں نہیں گرفتار کر کے اپنی عقوبت گاہوں میں شدید تشدد کا نشانہ بنانے کے بعد اس کی مسخ شدہ لاش بے گور و کفن سڑک کنارے پھینک دیا تھا –
18 سالہ علی جان کا گناہ شاید بلوچ ہونا ہی تھا ، ورنہ ایک معصوم بچہ پاکستان کے تخت و تاج کے لئے اتنا خطرناک تو یقیناً نہ تھا کہ بغیر کسی عدالتی کاروائی کے اسے یوں قتل کر کے لب سڑک پھینکنے کی ضرورت محسوس ہوتی – نام نہاد پاکستانی میڈیا بلوچ نوجوانوں کے گمراہ ہونے اور انکا غیر ملکی ہاتھوں میں کھیلنے کا پروپگینڈہ بہت زور شور سے کرتی ہیں – کیا ان کے پاس اس طرح کے بہیمانہ نسل کش اقدامات کے بعد کوئی توجیہ موجود ہے کہ علی جان بلوچ کے ورثاء و رفقاء کیونکر پاکستان زندہ باد کا نعرہ لگائیں- علی جان بلوچ کے ہم جماعت کیونکر اپنے اسکول میں پاکستان کا قومی ترانہ گائیں، اور پاکستان کے پرچم کو سربلند دیکھنا ان کے لئے نا ممکن نہیں؟ یہ قتل ہندوستان کی را یا امریکی سی-آئی-اے کا کارنامہ نہیں بلکہ آپ کے ریاستی اداروں کی سیاہ کاری ہے-
آج حضرت داتا گنج بخش کا عرس منانے والے منافق کیا جانتے ہیں کہ داتا صاحب انکے کارناموں سے کتنے خوش ہو کر فردوس برین میں بھنگڑے ڈال رہے ہونگے – شاید اس بے حس قوم پر لعن تعن کرنا بھی شاید فضول ہی ہے –
علی جان  بلوچ کی والدہ کے غم میں شریک ہونا اور اسے کم کرنا تو شاید کسی زی روح کے بس کی بات نہیں ، اور اسے زمانے کی ستم ظریفی کہیے کہ اس موقع پر بھی اسے بیساختہ مبارکباد دینے کو جی کر رہا ہے کہ یہ اسی ماں کا اعزاز ہے جس کی کوکھ سے دو دو شہیدوں نے جنم لیا –  ہم ایسے بے وقعت لوگوں کے سلام کی وہ محتاج تو نہیں ، پھر بھی انھیں فرشی سلام –
الله کرے بلوچ قوم اپنے اس معصوم لہو کا پاس رکھتے ہوے اپنی جدوجہد کو مزید تیز کر دے ، تا کہ پاکستان کی وحشی ، درندہ صفت ، غیر انسانی ریاست سے نجات حاصل کر پائیں – تا کہ اپنی آئندہ نسلوں کو ان کی چیرہ دستیوں سے محفوظ رکھ سکیں –

مشرق ، جسے اعلیٰ انسانی اقدار کے حوالے سے دنیا بھر میں ایک ممتاز مقام حاصل رہا ہے ، اور مشرقی تاریخ کے ہر شاعر نے ان روایات کی تعریف میں زمین و آسمان کے قلابے ملاۓ –  عظیم مشرقی روایات میں خواتین کے احترام کو آفاقی حیثیت حاصل رہی ہے – نام نہاد اسلامی جمہوریہ پاکستان ، مشرقی اقدار کے ساتھ ساتھ اسلامی اقدار کے وراثت کا بھی دعویدار ہے- یہاں نہ صرف سیاست دانوں ، بلکہ عوام اور نام نہاد سول سوسایٹی کی تن بھی اسلامی اقدار کے حوالوں پر ٹوٹتی ہے – ایک معصوم خاتون کو سر عام کوڑوں کی سزا دیتے ، دکھانے والے ویڈیو کے رد عمل میں پورے سوات کو تورا بورا بنا دیا جاتا ہے – یا پھر ایک آنٹی شمیم کو حبس بیجا میں رکھنے کے جرم میں لال مسجد کے ٢٢٠٠ طالبات کو بہیمانہ طور پر قتل کیا جاتا ہے ، اور یہ سب صرف اور صرف اسلام کے نام پر ہوتا ہے یا انسانی اقدار کی ڈھال کا سہارا لیا جاتا ہے – ڈاکٹر عافیہ صدیقی کی گرفتاری کو لے کر پورے پاکستان کی سیاسی ، سماجی اور مذہبی طبقے سرا پا احتجاج بن جاتے ہیں-
انہی روایت کے پاسدار ملک کی ریاستی افواج نے کوئٹہ شہر میں گزشتہ دنوں ایک شخص اول خان بگٹی کی رہائش گاہ پر دھاوا بول کر تمام تر انسانی و اخلاقی حدود کو پار کرتے ہوۓ ، خاتون خانہ کو نہ صرف تشدد کا نشانہ بنایا بلکہ بزور قوت اپنے ساتھ لے بھی گۓ – آج ٧٢ گھنٹے گزرنے کے باوجود  مذکورہ خاتون کو کسی عدالت میں پیش کرنا تو درکنار سرکار یہ بتانے سے بھی گریزاں ہے کہ اس پر کیا بیتی ، وو کہاں کس حال میں کیسس کی قید میں ہے- نام نہاد عدالتیں جو الو ، ٹماٹر کے نرخوں کو اعتدال میں رکھنے کے لئے تو از خود نوٹس لیتے ہیں ، لیکن انھیں بلوچ قوم پر اپنی افواج کے چنگیزی مظالم نظر نہیں آتے- سول سوسایٹی کو اپنے اللے تللوں سے فرصت نہیں ، اور عوام کو پاکستان زندہ باد کے نعروں سے-  اگر بلوچستان میں بلوچوں کی عصمتیں محفوظ نہیں رہ سکتیں تو کسی کو بلوچوں سے اخلاقیات کی امید بھی نہیں رکھنی چاہیے – اور بلوچ سرداروں کو ہر برائی کی جڑ قرار دینے والوں سے گزارش ہے کہ آنکھیں کھول کے اپنے پڑھے لکھے سرداروں کی انسانیت سوز مظالم کو بھی ایک نظر دیکھ لیں –
حقیقت ہے کے طاقت کسی اخلاقی ، آئینی ، یا مذہبی قاعدے قانون کی پابند نہیں ہوتی – طاقت تو صرف طاقت ہوتی ہے چاہے وہ کسی وحشی سانڈ کے پاس ہو یا کسی مہذب قوم کے تربیت یافتہ فوج کے پاس ، اور اس سے صرف کمزور کو کچلنے اور اپنی حیوانی جبلتوں کی تسکین کا کام لیا جاتا ہے –  بلوچ قوم کے نوجوانوں کے پاس اپنی عصمتوں کی حفاظت کے لئے ہتھیار اٹھانے کے علاوہ اگر کوئی مجوزہ راستہ کسی کے پاس ہے تو براہ کرم بتلا دیں-

آج کا دن صبح ہی سے بلوچ عوام کے لئے غم و اندوہ کا سامان لئے ہوۓ تھا ، جب پہلی خبر ڈیرہ بگٹی سے شکل بگٹی کی غاصب فوج کے ہاتھوں شہادت کی خبر آئ – ابھی دہشت زدہ ہی بیٹھے تھے کہ پچھلے دنوں کوئٹہ کے ایک مقامی ہوٹل سے گرفتار کیے جانے والے دو نامور بلوچ گلوکاروں ، علی جان ثاقب ، اور شہزاد ندیم کی مسخ شدہ لاشیں بیسیمہ کے پاس سڑک کنارے مل گئیں – ماتم کناں آنکھوں کی نمی خشک ہونے ہی نہیں پائی تھی کہ اورماڑہ کے پاس گزشتہ دنوں اغوا کیے گۓ دو بلوچ رہنماؤں نصیر کمالان ، اور احمد داد بلوچ کی مسخ شدہ لاشیں ملیں – بلوچ قوم کے لئے ١٧ جنوری کی سیاہ صبح کا خونی اختمام یہاں بھی نہیں ہوتا ، ابھی ایک اور لاش بھی ملنی تھی ، اور وہ لاش تھی شہید نثار بلوچ کی جنھیں لسبیلہ سے اغوا کیا گیا تھا
کہاں ہیں وہ نواز شریف و الطاف حسسیں نام کے ڈرامے باز ، جو ہر روز جعلی انقلاب کی باتیں کرتے ہیں – جو عوام کو اپنی طاقت گردانتے ہیں ، کہاں ہیں پیپلز پارٹی کے چور اچکے ، کہاں ہیں اسفند یار والی اور اسکے حواری ؟ کراچی کے نا معلوم قاتلوں کے خلاف انکا غصہ ہے کہ تھمتا نہیں ، اور بلوچ عوام کے قاتلوں کو جانتے ہوۓ بھی ایک لفظ تک انکے منہ سے نہیں پھوٹتا
کیا سمجھتے ہیں یہ پاکستانی بزدل افواج کہ اپنی اذیت گاہوں میں بلوچ نوجوانوں کو قتل کر کے اپنی غاصبانہ قبضے کو دوام دے پائیں گے ، یا پاکستان کی بیغیرت عوام اس لئے آنکھیں بند کیے بیٹھی ہے کہ انکی افواج انکے لئے بلوچستان کو فتح کر لیں گی ؟ کیا یہ سمجھتے ہیں کہ بلوچوں کا خون بہا کر اپنے لئے لعل و گہر کا بندوبست کر پائیں گے ؟ یہ سب ان کی بھول ہے – بلوچ اپنے بلند و بالا پہاڑوں کی طرح پرعزم قوم ہے – بلوچوں سے ٹکرانے والے یہ ظالم و جابر ، جدید ترین ہتھیاروں کے زور پر بلوچوں کو نقصان تو پہنچا سکتے ہیں لیکن انکے اپنے سر کا پھوٹنا بھی تقدیر کا فیصلہ ٹھہرا
بلوچ شھداء کو خراج تحسین پیش کرنا میرے بس کی بات نہیں – بس اتنا جانتا ہوں کہ وطن عزیز کو اپنے خون سے سیراب کرنے والے یہ محسن ہمیشہ بلوچ قوم کے دلوں پر راج کرتی رہے گی – اور انکی عظمت پر آسمانوں کو بھی رشک آ رہا ہوگا – آج موت کا فرشتہ بھی اپنے کیے پر نادم ہوگا ، لیکن عظمتوں کی معراج ہمیشہ جانی قربانیوں سے ہی حاصل کی جاتی ہیں

بلوچستان قتل عام – کیا سپارٹیکس ہر بار ناکام ہو گا ؟

ایک صدی قبل مسیح رومی غلاموں کی تاریخی تحریک آزادی کے سرخیل سپاارٹیکس دنیا بھر کے ہر دو ، آزادی کے متوالوں اور غاصب قوتوں کے لئے الگ الگ حوالے کی حیثیت رکھتے ہیں – جہاں غاصب ، ظالم و جابر رومیوں نے سپارٹیکس کے بے شمار ٹکڑے کر کے ،اس کے ہزاروں ساتھیوں کو سرعام صلیب پر چڑھا کر غلاموں کے عام انسانوں کی طرح جینے کی خواہش کو بزور شمشیر دبا کر آج تک کے تمام  غاصبوں کو انسانوں پر اپنی حکومت قائم رکھنے کے لئے طاقت کے بید ریغ استعمال کی مثال قائم کی ، وہیں سپارٹیکس نے انتہائی کمزور ، بے دست و پا ، اور (رومیوں کے بقول ) بولنے والی اوزاروں کو آزادی کی خواہش رکھنے ، اور اپنی اس حسین اور جائز ترین انسانی خواہش کے خاطر ہر طرح کی قربانی دینے کا سبق بھی اسی ناکام بغاوت سے ہی ملتا ہے

نسل انسان میں قوم محض صرف گوشت و پوست کے پتلوں کے اجتماع کا نام نہیں ، ان پتلوں کے تازہ دماغ ، انکے سوچنے والے لوگ ، انکے دانشور ، صحافی ، وکلاء ، قدرتی و سماجی سائنسدان ، یہ سب کردار اپنے انفرادی جوہر میں ہی ایک نسل ایک قوم کا درجہ رکھتی ہیں – ضروری نہیں کہ ہزاروں انسانوں کو رومیوں کے طرز پر ہی صلیب کی نذر کیا جاۓ، کسی بھی قوم کے ایک دانشور ، ایک پروفیسر کے قتل سے ان کے ایک نسل کو مارنے کے نتائج با آسانی حاصل کیے جا سکتے ہیں- ایک صحافی کے قتل سے پورے قوم کی آواز کو احسن طریقے سے نمٹایا جا سکتا ہی – یونیورسٹیوں کو بند رکھ کے ایک پوری نسل کو پیداواری مزدوروں کے غلاموں کی کھیپ میں تبدیل کیا جا سکتا ہے

آج بلوچستان میں قابض و فاتح افواج بھی کچھ اسی طرح کی حکمت عملی پر عمل پیرا ہیں – سینکڑوں لاشوں کو لب سڑک پھینکنے ، منظم قتل عام ، کے ساتھ ساتھ بلوچ قوم کو بھی افراد کی شکل میں اداروں سے محروم کیا جا رہا ہے – بلوچ سیاسی رہنماء تو قابضین کی روایات کے عین مطابق پہلے نشانے کے طور پر کسی بھی بدترین رویے کی توقع کر رہے تھے ، لیکن صرف چند ناموں سے ہی اندازہ ہو سکتا ہے کہ ریاستی افواج رومیوں کی بدترین روایات سے بھی دو ہاتھ آگے نکل چکے ہیں

بانک زرینہ مری ( اسکول ٹیچر )، ڈاکٹر عبدللہ ( میڈیکل ڈاکٹر )، رندو مری ( شاعر ) ، مہر دین مری ( صحافی ) ، علی شیر شہید ( وکیل ) ,الیاس نذر شہید ( یونیورسٹی طالبعلم ) – یہ نام صرف چیدہ پیشوں کو واضح کرنے کے غرض سے دیے ہیں ، وگرنہ ان درندوں کی کال کوٹھریوں میں ہزاروں بلوچ صرف بلوچ پیدا ہونے کی پاداش میں انسانیت سوز مظالم کا سامنا کر رہے ہیں

کیا ان تمام کرداروں کو نشانہ بنانے کو قومی قتل عام کا نام دینا غلط ہے ؟ معترضین کا خیال ہے کہ بلوچ قوم کی تمام تر مصائب کی وجہ انکے سردار ہیں ، ان سے پوچھا جاۓ کہ کسی ایک سردار کی حتیٰ کہ سرکاری سردار کی کوئی ایک ایسی مثال  ان کے پاس ہے جس میں اس نے بلوچ خواتین کو جنسی غلاموں کی حیثیت سے ریاستی کال کوٹھریوں میں رکھنے کا مطالبہ کیا ہو ؟ یقیناً نہیں نا ، تو پھر کم از کم ریاست کی اس غیر انسانی رویے کی دفاع میں کسی بھونڈی دلیل کا سہارا لینے کی بجاۓ اسے جنگ میں سب جائز کے منگولی مقولے کے تحت ہی پیش کریں تو بہتر ہوگا- ایک اعتراض بلوچوں کے صدیوں پرانے فرسودہ روایات و ثقافت کو بھی بلوچ قوم کی بد قسمتی ثابت کرنے کی کوشش کی جاتی ہے – لیکن آج تک کوئی یہ سمجھانے سے قاصر ہے کہ روایات و ثقافت کو اپنا نے کے لئے اس کی عمر کتنی ہونی چاہیے – دنیا بھر کی اقوام تو اپنی قدیم روایات و ثقافت کو وجہ افتخار سمجھتی ہیں – بلکہ انہیں بتاتا چلوں کو قوموں کی تباہی کے لئے غاصبین کی روایت ہی ثقافت کو پہلا نشانہ بنانا ہے – یہی سب مظالم ہی تو ہیں جنکا بلوچ بھی کئی دہائیوں سے سامنا کر رہا ہے – کیا بلوچ ثقافت کو ترقی دینے کے لئے ہی  اس قوم کے ناول نگاروں ، ادیبوں ،شاعروں  اور فنکاروں کو چن چن کے نشانہ بنایا جا رہا ہے ؟ ہاں شاید ، کیونکہ طاقت جواز اور دلیل کی محتاج نہیں ہوتی

ڈاکٹر عافیہ صدیقی کے معاملے پر پاکستان کی سول سوسایٹی نے جو آواز بلند کی یقیناً قابل تحسین ہے ، لیکن ان کے اپنے ملک کی ریاستی افواج کی تحویل میں موجود ، زرینہ مری ، بخت بی-بی، گل بخت ، ناز بی-بی ، گل ناز ، ماہ بی-بی، زر ناز ، پری گل ، در بخت جیسی بلوچ خواتین کے بارے میں خاموشی قابل افسوس ہے – بلکہ شاید یہ نام نہاد سول سوسایٹی اپنے قوم کی بیٹیوں کے لئے ہی آواز بلند کرتی ہے ، اور بلوچ تو ٹھہرے ہی اغیار – یہ ضمنی ذکر غیر متعلقہ طور پر شامل ہوا ، ہمیں پاکستان کے کسی بھی طبقے سے کوئی شکایت نہیں ، کیونکہ دشمن سے جبر روکنے کی درخواست نری بیوقوفی ہے

سوال یہ پیدا ہوتا ہے کہ آیا سپارٹیکس ہمیشہ ناکام ہوگا ؟ کیا فرانس ، چین و کیوبا کے سپارٹیکس کی کامیابی اسی تاریخ کا حصّہ نہیں ؟ کیا مولا جٹ کا راج الله کے بندوں پر کوئی خدائی دلیل رکھتا ہے ؟ دیکھتے ہیں وقت کیا طے کرتی ہے ، تاریخ کا فیصلہ کیا ہوتا ہے – کیونکہ تاریخ وہ ظالم منصف ہے جو اپنے فیصلے کرتے وقت کسی کی فریاد نہیں سنتا

بلوچستان اور خصوصاً مکران میں فٹبال کا کھیل شاید لوگوں کے جینز میں شامل ہے – لیکن بہت کم کسی نے دھیان دیا ہو گا کہ اس پورے کھیل میں سب سے زیادہ بیچارے فٹبال ہی کی درگت بنتی ہے – فٹبال دونوں جانب کے کھلاڑیوں کی تمام تر جارحیت کے باوجود کوئی شکایت کیے بنا تماشائیوں کی تفریح طبع کا سامان پیش کرتا ہے – اس پورے کھیل میں ریفری بھی غیر جانبدار ہونے کے باوجود فٹبال سے کوئی ہمدردی رکھنے کی بجاۓ ، خستہ و دریدہ فٹبال کو میدان ہی سے باھر کروا دیتا ہے –
بعینہ بلوچستان میں جاری جدوجہد آزادی کے پس منظر میں بلوچوں پر ہونے والے ظلم و ستم سے لطف اندوز ہوتی پنجابی اقوام بشمول میڈیا ،دونوں ٹیموں ( سرکاری افواج اور پنجاب پرست سیاست دان ) کے جان لیوا ٹھڈے کھاتی  بلوچوں سے فٹبال کی سی خاموشی کی آس لگاۓ بیٹھے ہیں  – اور انکی یہ امید کچھ غلط بھی نہیں ، تفریح کی خاطر چند ہزار نا کارہ ، جاہل ، اجڈ ، گنوار بلوچ نوجوان اگر اپنی جان سے ہاتھ دھو بیٹھتے ہیں تو کونسا آسمان ٹوٹ گرتا ہے – یا پھر غلام بلوچ اقوام کی کچھ سو بچیوں کو جنسی غلام بنا کر آقاؤں کی خوشی حاصل کی جاتی ہے تو کیا زمین پھٹ جاۓ گی، جو اس قدر شور و غوغا برپا کیا جاۓ کہ تماشائی ٹھیک طور سے کھیل کا لطف بھی نہ اٹھا پائیں -ریفری کا کردار ادا کرنے والی عالمی اقوام بھی شاید فٹبال کے میدان کے  ریفری سے بڑھ کر کوئی کردار سنبھالنے کے لیے تیار نہیں ہیں، انھیں بھی تماش بینوں کی تفریح سے بڑھ کر کوئی غرض نہیں  – پھر بھلا ان بلوچوں سے کوئی پوچھے کہ تم ایسے نا ہنجار کس طرح  کہتے ہو کہ بلوچوں سے کسی کو کوئی لگاؤ نہیں  اور کس نے کہہ دیا کہ  بلوچ عزیز نہیں ؟ کیا آپ لوگوں کو نہیں معلوم کہ فوٹبالر کو اپنے فٹبال سے کتنا لگاؤ ہوتا ہے ؟ وہ تو اسے رنگ برنگے جالوں میں حفاظت سے سجا کر رکھتا ہے ، تاکہ کھیل کے دوران وہ ایک بڑھیا فٹبال سے بہتر کھیل کا مظاہرہ کر سکے –
کیا بلوچ اپنے فٹبال کے مجوزہ کردار پر راضی با رضا ہیں؟ شاید نہیں ، شاید بلوچ اس خونی کھیل کو فٹبال سے زیادہ ، سپین کی معروف سانڈوں کی لڑائی / بل فائٹنگ سے قریب تر سمجھتے ہیں ، جس میں بلوچ میدان کار زار کے تمام لوازمات نظر آتے ہیں – ایک طاقتور سانڈ ، اس کے مقابلے میں با صلاحیت تربیت یافتہ بل فائٹر اپنی تمام تر جارحانہ حربوں ، دھوکے بازی کا چالوں سے لیس ، چند مددگار کہ جن کا فرض سانڈ کے بپھر نے کی صورت میں اسے مد مقابل کی جانب سے غافل کرنے  کے لئے اسکا دھیان بٹانا ہوتا ہے ، اور ریفری و تماشائی ہر میدان کی طرح اس کھیل کا بھی لازمی حصّہ ہوتے ہیں -اب بلوچستان میں معصوم لیکن طاقتور سانڈ کا کردار بلوچ کو دیا گیا ہے جبکہ روایتی حریف یعنی بل فائٹر پنجابی افواج ، اور دھیان بٹانے کے لئے نام نہاد حقوق اور صوبائی خود مختاری کے سرخ جھنڈے لہرانے والے قوم پرست پارلیمانی سیاست دان اپنا کام بخوبی انجام دے رہے ہیں- ریفری کا فطری کردار عالمی اقوام کے ہاتھوں میں ہے لیکن بل فائٹنگ رنگ کی طرح انکی ہمدردیاں بھی بل فائٹر کے ساتھ اور کوشش تماش بینوں کو بہترین تفریح فراہم کرنا ہے – تماش بین پنجابی پنجابی اقوام کو اپنی تفریح طبع کے خاطر اپنے فائٹر کو ہمیشہ جدید تربیتی مواقع فراہم کرنے کی فکر لاحق ہوتی ہے – لیکن کیا بنتا ہے جب یہ معصوم سانڈ منتظمین کی تمام تر انتظامات کی پرواہ کیے بغیر بپھر کراپنی طاقت کا مظاہرہ کرتے ہوۓ  فائٹر ، ریفری ، اور مددگار وں کے ساتھ ساتھ تماشایوں کو بھی روند ڈالتا ہے

WASHINGTON — The Obama administration is expressing alarm over reports that thousands of political separatists and captured Taliban insurgents have disappeared into the hands of Pakistan’s police and security forces, and that some may have been tortured or killed. The issue came up in a State Department report to Congress last month that urged Pakistan to address this and other human rights abuses. It threatens to become the latest source of friction in the often tense relationship between the wartime allies. The concern is over a steady stream of accounts from human rights groups that Pakistan’s security services have rounded up thousands of people over the past decade, mainly in Baluchistan, a vast and restive province far from the fight with the Taliban, and are holding them incommunicado without charges. Some American officials think that the Pakistanis have used the pretext of war to imprison members of the Baluch nationalist opposition that has fought for generations to separate from Pakistan. Some of the so-called disappeared are guerrillas; others are civilians. “Hundreds of cases are pending in the courts and remain unresolved,” said the Congressionally mandated report that the State Department sent to Capitol Hill on Nov. 23. A Congressional official provided a copy of the eight-page, unclassified document to The New York Times. Separately, the report also described concerns that the Pakistani military had killed unarmed members of the Taliban, rather than put them on trial. Two months ago, the United States took the unusual step of refusing to train or equip about a half-dozen Pakistani Army units that are believed to have killed unarmed prisoners and civilians during recent offensives against the Taliban. The most recent State Department report contains some of the administration’s most pointed language about accusations of such so-called extrajudicial killings. “The Pakistani government has made limited progress in advancing human rights and continues to face human rights challenges,” the State Department report concluded. “There continue to be gross violations of human rights by Pakistani security forces.” The Obama administration has largely sought to confront Pakistan in private with evidence of human rights abuses by its intelligence and security forces, fearing that a public scolding could imperil the country’s cooperation in combating Al Qaeda, the Taliban and other extremist groups. After the Sept. 11 attacks, the administration of President George W. Bush urged Pakistan to capture militants and Islamic extremists linked to the Taliban and Al Qaeda. Since then, human rights groups have said that Pakistan’s security forces used that campaign as a cover to round up hundreds, if not thousands, of political activists and guerrilla fighters in Baluchistan and hold them in secret detention. Precise numbers of disappearances are difficult to pin down, human rights advocates say, partly because family members fear that reporting missing relatives could endanger the relatives or even themselves. “It is very difficult to put numbers on disappearances as they are accompanied by intimidation of the next of kin of the disappeared,” said Ali Dayan Hasan, a senior researcher for Human Rights Watch in Lahore, Pakistan. “People are unable to speak publicly. But we can safely say that disappearances are the order of the day across Pakistan, particularly in relation with counterterrorism.” In Islamabad on Wednesday, the interior minister, Rehman Malik, addressed the security issue in Baluchistan without mentioning the disappearances. “We are trying to ensure law and order in Baluchistan,” he told lawmakers in the National Assembly. “I will assure that we will do everything to improve the situation.” In August 2009, he acknowledged that 1,291 people were missing in the country. Husain Haqqani, Pakistan’s ambassador to Washington, said in an e-mail on Wednesday that “the courts and the government are investigating cases of disappearances with a view to establishing the whereabouts of the disappeared persons and the circumstances under which the alleged disappearances took place.” Under pressure from Pakistan’s Supreme Court, which has held hearings on petitions filed by family members of missing Baluch men, as well as public rallies in supported of the disappeared, the government of President Asif Ali Zardari has been forced to respond to the outcry. A judicial commission established to investigate the disappearances is scheduled to present its report to the Supreme Court on Friday. Pakistani intelligence officials say that human rights groups have exaggerated the number of people held incommunicado. The officials seemed to justify the extrajudicial detentions by citing the country’s weak judicial system and often poor police investigations that they say have led to dozens of terrorism suspects’ being acquitted by local courts. American officials have dismissed these claims for years. “ ‘Disappeared’ Pakistanis — innocent and guilty alike — have fallen into a legal black hole,” the United States Embassy in Islamabad said in a cable, dated Feb. 8, 2007, that was obtained by WikiLeaks and made available to some news organizations, including The New York Times. American officials are expanding programs to build up the judicial system in Pakistan. Officials also offer human-rights training to police officers and finance programs to reduce the backlogs of court cases that prevent family members of those who disappear from seeking relief through the Pakistani judicial system. “This issue has been a persistent challenge for Pakistan,” said a senior American official who deals with South Asia and who spoke on condition of anonymity because of the delicacy of the matter. “We’re trying to help Pakistan build democratic institutions so they can be a more effective partner.” But American officials concede that the programs may take years to produce enduring results. The State Department’s most recent report on human rights in Pakistan, issued in March, said that during 2009 “politically motivated disappearances continued, and police and security forces held prisoners incommunicado and refused to disclose their location.” That report, citing a Pakistani human rights group, said that in August 2009, Pakistani Frontier Corps paramilitary troops arrested two members of the Baluchistan National Party in Khuzdar, Pakistan. Two days later, the men were turned over to the police. “Both men showed evidence of having been tortured,” the report said. “Authorities reportedly forced them to make false confessions before their release.” Salman Masood contributed reporting from Islamabad, Pakistan.
