Disappearances With Reported Ties to Pakistan Worry U.S. (Curticy NY Times)

WASHINGTON — The Obama administration is expressing alarm over reports that thousands of political separatists and captured Taliban insurgents have disappeared into the hands of Pakistan’s police and security forces, and that some may have been tortured or killed. The issue came up in a State Department report to Congress last month that urged Pakistan to address this and other human rights abuses. It threatens to become the latest source of friction in the often tense relationship between the wartime allies. The concern is over a steady stream of accounts from human rights groups that Pakistan’s security services have rounded up thousands of people over the past decade, mainly in Baluchistan, a vast and restive province far from the fight with the Taliban, and are holding them incommunicado without charges. Some American officials think that the Pakistanis have used the pretext of war to imprison members of the Baluch nationalist opposition that has fought for generations to separate from Pakistan. Some of the so-called disappeared are guerrillas; others are civilians. “Hundreds of cases are pending in the courts and remain unresolved,” said the Congressionally mandated report that the State Department sent to Capitol Hill on Nov. 23. A Congressional official provided a copy of the eight-page, unclassified document to The New York Times. Separately, the report also described concerns that the Pakistani military had killed unarmed members of the Taliban, rather than put them on trial. Two months ago, the United States took the unusual step of refusing to train or equip about a half-dozen Pakistani Army units that are believed to have killed unarmed prisoners and civilians during recent offensives against the Taliban. The most recent State Department report contains some of the administration’s most pointed language about accusations of such so-called extrajudicial killings. “The Pakistani government has made limited progress in advancing human rights and continues to face human rights challenges,” the State Department report concluded. “There continue to be gross violations of human rights by Pakistani security forces.” The Obama administration has largely sought to confront Pakistan in private with evidence of human rights abuses by its intelligence and security forces, fearing that a public scolding could imperil the country’s cooperation in combating Al Qaeda, the Taliban and other extremist groups. After the Sept. 11 attacks, the administration of President George W. Bush urged Pakistan to capture militants and Islamic extremists linked to the Taliban and Al Qaeda. Since then, human rights groups have said that Pakistan’s security forces used that campaign as a cover to round up hundreds, if not thousands, of political activists and guerrilla fighters in Baluchistan and hold them in secret detention. Precise numbers of disappearances are difficult to pin down, human rights advocates say, partly because family members fear that reporting missing relatives could endanger the relatives or even themselves. “It is very difficult to put numbers on disappearances as they are accompanied by intimidation of the next of kin of the disappeared,” said Ali Dayan Hasan, a senior researcher for Human Rights Watch in Lahore, Pakistan. “People are unable to speak publicly. But we can safely say that disappearances are the order of the day across Pakistan, particularly in relation with counterterrorism.” In Islamabad on Wednesday, the interior minister, Rehman Malik, addressed the security issue in Baluchistan without mentioning the disappearances. “We are trying to ensure law and order in Baluchistan,” he told lawmakers in the National Assembly. “I will assure that we will do everything to improve the situation.” In August 2009, he acknowledged that 1,291 people were missing in the country. Husain Haqqani, Pakistan’s ambassador to Washington, said in an e-mail on Wednesday that “the courts and the government are investigating cases of disappearances with a view to establishing the whereabouts of the disappeared persons and the circumstances under which the alleged disappearances took place.” Under pressure from Pakistan’s Supreme Court, which has held hearings on petitions filed by family members of missing Baluch men, as well as public rallies in supported of the disappeared, the government of President Asif Ali Zardari has been forced to respond to the outcry. A judicial commission established to investigate the disappearances is scheduled to present its report to the Supreme Court on Friday. Pakistani intelligence officials say that human rights groups have exaggerated the number of people held incommunicado. The officials seemed to justify the extrajudicial detentions by citing the country’s weak judicial system and often poor police investigations that they say have led to dozens of terrorism suspects’ being acquitted by local courts. American officials have dismissed these claims for years. “ ‘Disappeared’ Pakistanis — innocent and guilty alike — have fallen into a legal black hole,” the United States Embassy in Islamabad said in a cable, dated Feb. 8, 2007, that was obtained by WikiLeaks and made available to some news organizations, including The New York Times. American officials are expanding programs to build up the judicial system in Pakistan. Officials also offer human-rights training to police officers and finance programs to reduce the backlogs of court cases that prevent family members of those who disappear from seeking relief through the Pakistani judicial system. “This issue has been a persistent challenge for Pakistan,” said a senior American official who deals with South Asia and who spoke on condition of anonymity because of the delicacy of the matter. “We’re trying to help Pakistan build democratic institutions so they can be a more effective partner.” But American officials concede that the programs may take years to produce enduring results. The State Department’s most recent report on human rights in Pakistan, issued in March, said that during 2009 “politically motivated disappearances continued, and police and security forces held prisoners incommunicado and refused to disclose their location.” That report, citing a Pakistani human rights group, said that in August 2009, Pakistani Frontier Corps paramilitary troops arrested two members of the Baluchistan National Party in Khuzdar, Pakistan. Two days later, the men were turned over to the police. “Both men showed evidence of having been tortured,” the report said. “Authorities reportedly forced them to make false confessions before their release.” Salman Masood contributed reporting from Islamabad, Pakistan.

“I am not afraid of any one and I have submitted my report in which it was proved that a serving colonel killed the Baloch leader”.

This is the statement of a ruling Pakistan Peoples Party legislator Mr.Nadeem Afzal Gondal. According to reports he was answering a question in the National Assembly regarding an inquiry of a Baloch Student`s murder in Khuzdar, as he was head of the inquiry committee. Furthermore he adds “I have already presented the report of the incident involving the murder of a Baloch leader to the National Assembly and to Interior Minister Rehman Malik”.

Baloch nation is crying of the custodial killings since long, for last two months more than 80 mutilated bodies of Balochs have been recovered from Balochistan and hundreds of the Balochs are in custody of the state forces. On the fake argument of “greater national interests” no one noticed it so far on the floor of the house .For the first time such confession is made by the ruling party. Analysts see it as the decisions about Balochistan are in the same hands as it were in Musharaf regime, and current political faces are really dummy, and it shows the powerless democratic forces fighting for their loaf of bread.

It’s very interesting fact that Provincial Assembly of Balochistan is called the assembly of ministers as there are 64 ministers out of its 65 members. It is fairly believed that total assembly was selected through bogus election process by Military Intelligence. Balochs blame the provincial assembly as the guardians of military interests and partners in state atrocities.

Report of Mr.Gondal is sent to dormant and there does not seem any action to be taken against the culprits mentioned in, as the history of military shows.

Baloch Nation demands international intervention and seek a rapid action to safe guard them from managed genocide.

 

Boycott Pro-Pakistan Nawabs and Sardars : Baloch Liberation Army (Curticy Frontier India )

A senior commander of Baloch Liberation Army (BLA) in video message said that Baloch nation should abandon their personal interests and join the ranks of those who are fighting for the freedom of Balochland. He says that it is the demand of time and situation that Baloch must unite and stand against the enemy of Baloch Nation. The video has been posted on Youtube and distributed to news agencies in Balochistan.

The masked BLA commander said ” (BLA) were disappointed and surprised on how their own Baloch brothers have been brainwashed to take side of the enemy and provide them information against Baloch fighters. “They (enemies) are trying to create hurdles for us in our own homes”. Without naming anyone the BLA commander said that “These (agents) are the stooges and remainders of the British who have become so powerless that they cannot breathe before their Punjabi masters. They are killing Baloch youth to gain two time bread from themselves. Those youth have abandoned their homes and personal gains for the interest of Baloch Nation and freedom of Balochland”.

Even though the BLA has made their policy how to deal with these collaborators. The BLA commander now says “We (Baloch) should cut off all ties from these stooges of enemy and stop following them to make them realize that they are isolated and not from us”. These agents of enemy are so powerless that they can’t even raise their heads and now they are waving their tails to point the directions of liberation seeking Balochs.

The message of BLA further said that these agents are neither Nawab nor Sadar they are only stooges of enemy. “Baloch Nation must also recognize them; they hired thieves, criminal and bandits at the hands of enemy and the enemy is using them against Baloch freedom fighters to harm the Baloch Nation cause,” he said.

BLA in their message appealed the Baloch Nation to expose such people and inform Baloch political forces and the BLA about their black deeds. The collaborators do not deserve forgiveness. They should not think that they can weaken the Baloch freedom struggle by taking advantage of Baloch weaknesses. “They are not from us (Baloch) and we do not consider them as our people; they were living on the pieces of enemy and now they depend on Punjabis”. If they are being well fed by the Punjabis and cannot do anything against their master then at least they must not talk against Baloch freedom fighters; if they cannot do anything they must keep quite. “If they still do not understand then BLA knows how to punish them”.

The BLA message further said that “We (BLA) are an organization and we are taking forward a program, which is the freedom of Balochistan. BLA is not the whole Baloch nation neither do we make any such claims. We ask all Baloch political parties, and freedom loving Baloch youth to unite if they believe in the cause of liberation and follow our ideology. We should keep aside our petty tribal issues and personal interests (egoism); stand together against the common enemy of Baloch Nation. We are only Baloch and that’s what we should call ourselves if we want to progress and prosperous. It is the demand of the time and current circumstances that we should leave behind tribal interests and protect our (Baloch) National interests”.

BLA commander further urged the Baloch Nation to decide one day as “NATIONAL REMEMBERCE DAY” to pay tributes to Baloch Martyrs instead of holding each martyrs day separately. On this day we should send a unanimous massage to International World that those youth, men and women of our Nation who have sacrificed their present for our future will be remembered as our heroes. This day we must tell the world that Baloch martyrs sacrificed their lives for nothing less than free Balochistan.

In their video message BLA also suggested that one day should be nominated as “Mehr Rouch” [National Unity or affection Day] to show solidarity with Baloch sarmachaars and to prove to the world that Baloch Nation rallies behind the Baloch freedom fighters. At the end of their video message BLA saluted the Martyrs of Balochistan and their families for their courageous fight against occupying forces. They termed the statements and messages of Baloch freedom loving people as a source of inspiration for Baloch freedom fighters.

The video message was dedicated to Saheed Irfan, Shaheed Sarwar aka Khalil Baloch, Shaheed Warna Majeed Zehri Baloch and Shaheed Sami Mengal. In other parts of videos the BLA showed their attacks against occupying forces (read Pakistanis) in different part of Balochistan. The video message also contained footage’s of some government agents who have been filmed while having picnics with Pakistan army Brigadiers.

Higher the awareness of oppression, highest the atrocities of oppressor.

As the masses get more aware of their right of liberation, so the ruling state atrocities get more brutal than ever. All the immoral, and inhuman, but effective tactics of ethnic cleansing are applied on a very large scale. Custodial killings, abduction, rape and managed shoot outs are used as proven instruments of deprivation. To carry out crime of genocide silently a be-very-afraid approach is followed and Human Right activists, Students and Journalists are systematically targeted.

To justify the worst fifth columnists are raised and all the available resources are utilized at optimum level including press and media as propagation tools, to distract the international community of real issue. Criminals of the society are sorted and financed as the helping hands.

Pakistan’s military lead fifth largest operation in Balochistan is equipped with all such instruments. Particularly its decision to arrest and interrogate any suspect and torture them till death is the worst in Baloch history. Almost 80 mutilated bodies have been found in past two months and the practice is continuing till date. While drafting these lines a TV ticker is alarming about four mutilated bodies found in Quetta.

Military action with its idea of political face is eye opening for all those who believe in parliamentary solution of Baloch oppression.

Ruling Pakistan People’s Party took three years complaining the inherited problems of Balochistan .In fact they did never try to oversee the intelligence agencies and key policy decisions of military in Balochistan. One has right to say that PPP assured to take credit of a conqueror by supporting the military action through its interior minister Mr.Rehman Malik.

Awami National Party a coalition partner of PPP in center facilitated and accepted Butcher of Balochs Mr. Awais Ahmed as Governor of Khyber Pakhtoonkhwa.

Mutahida Qomi Movement of Mr. Altaf Hussain, another coalition partner of PPP in Sindh and Center got exclusive ranking enjoying Musharaf regime as same.

Pakistan Muslim League (N) can be treated a little different from others as its status of being largest political party of Punjab. PML (N) is ruling Punjab and hypocritically managing the role of opposition in Center. Their leader Mr.Nawaz Shareef is waiting for the day when he will enjoy the absolute authority in Pakistan than he may help Balochs (stated in one of his recent talk with local media).  The silence of all the mainstream political parties of the state proves their approval and acceptance of massacre. Though a few politicians show their concerns through poor press notes, but all this practice is just an exercise.

All they really forget the fact when one cannot coup with the fear he starts enjoying it, same is the case with Baloch Nation now. This fear factor is turned in to their strength, current rise in the street combats of Quetta can be quoted as the examples of their newly gained strength. History witnessed the protest of Baloch women for the first time during this freedom movement. Freedom fighters are getting stronger by every brutal act of the State. On one side is a Balochs commitment with his national cause while on other hand a bunch of greedy paid mercenaries. Baloch got a natural moral edge in the war.

The main stream Nationalists and the influential Tribal Chieftains should be helping their people to secure generations, not serving their masters to be kept the “Mir Jaffar of Bangal” in Baloch history.

The silence of international community and Human Rights organizations is extremely regrettable. International justice system does not allow any detention without framing a charge in any case. Custodial killing and state managed rapes are never accepted by any community. A serious check should be imposed on utilization of International aid for war against terror which is feared being used for terror against Balochs instead. Regional powers are required to take Balochs onboard concerning any strategic decisions.

A senior journalist and columnist of a daily Urdu news paper Jang, Mr.Irfan Siddiqui who portrayed himself the very well wisher of Balochs in his columns a few days ago. His holy pen writs today  a great piece of advice for his friend Mr. Colonel Khalid the spokesman of ISPR .Though he presents him a wise person in the same article but not capable to handle such a situation and suggests a full fledged office of ISPR with senior office bearers. His sympathetic  article for Balochs was focused on the arrest of Mr. Shahzain Bugti .Criticizing the information sharing strategy of the forces he writes , “ The basic and  most important question is who was the wisest to present such a golden idea that all the operation got televised on almost every channel.”  In the same paragraph he adds “FC could have issued a small press note stating that Shahzain Bugti was carrying a huge quantity of ammunition, FC seized the ammunition and booked Mr. Bugti for further investigations.”

As he thinks media got a great influence and widespread information of state atrocities may strengthen the feelings of deprivation among Balochs.

What the Balochs think of him and how they may pay him thanks for such a deep concern it really does not need any debate, but the journalistic ethical span of his advice is debatable.

The fears of a Pakistani patriot may not be false as the words do speak but photo journalism really changed the norms .In the information age journalism seems incomplete without Photos (weather still or the movies). Photos express more than words in very small span of time comparatively. One with meager knowledge may easily understand very complex phenomena. Here the question is if this patriotism does not compromise the professional responsibilities of a journalist? As journalism is often termed as the first draft of history , so the morality of a responsible journalist must  follow a question mark if he advocates hiding  the facts to secure interests of a specific group.

In the same article gentleman expresses his anger upon the former president Mr. Musharaf. He tries to fix all the responsibility of ongoing atrocities upon said president. Here he really forgets the fact that it was his same fake patriotism of “Sab Say Pahlay Pakistan” .In the fake name of greater national interests president Musharaf carried out genocide so he must not be blamed by person who is supporting the same act or it will be  hypocrisy in his account of a journalism.

In recent past the Pakistani media widely complained about a boycott by Balochs. If it is the way they think and keep advising such nonsense to the oppressing state authorities than how do they justify their complaint.

If it will be wrong to boycott an advisory board to FC in form of Jang group? Just give it a thought and let me know as well.

مغرب نے تو شاید ہمارے خلاف سازشیں کرنے کی قسم کھا رکھی ہے، ماضی کی کونڈو لیزا راس ہوں یا پھر حالیہ وکی لیکس لگتا ہے ہمیں پانی پانی کیے بغیر شا ید ان کا ناشتہ ہضم نہیں ہوتا.آج ہی ایک ا ور خبر ان بے خبروں کی جانب سے آئ ہےکے ارجنٹینا کے سابق آمر جنرل خور خے وادیلا کو ایک عدالت نے انسانیت کے خلاف جرائم کے ایک مقدمے میں عمر قید کی سزا سنائی ہے- خبر کی تفصیلات سے پتہ چلا کہ جنرل موصوف نے تو صرف سات سال حکومت کی ا وراس بار الزام بھی کیا بھونڈا کہ صرف پنتیس افراد کو دوران حراست تشدد کر کے ہلاک کیا (بہت ہی معصوم بلکہ نا لائق جنرل تھا ویرا نے میں پینتیس لاشیں مسخ کر کے پھینکنے میں کیا قباحت تھی )-ا ور اس طرح بھی کوئی حاکموں سے موت دینے کا حق چھینتا ہے بھلا ،اگر موت کا فرشتہ بھی حاکم وقت کی نہیں مانتا تو حکومت کی رٹ کیسے بحال ہو گی . ا ور اگر جنرل سے اس قدر اکتا ہی گۓ تھے تو اسے سلوٹ مار کر با عزت طریقے سے رخصت بھی کیا جا سکتا تھا ،وہ بھلا مانس لندن جا کر قوم سے معذرت کر لیتا -اب اتنی سی بات پر اتنی رسوائی کوئی بات ہوئی کر نے کی بھلا، یہ تو ہمیں شہ بلکہ تاؤ دینے کی سازش ہے . اب ہمارے ہاں تو درجن بھر تعداد ہے ایسے آمروں کی ، تو کیا ہم سب کے لئے عدالتی کروائی تجویز کریں؟ سزا اس وجہ سے نہیں کہ وہ تو صرف بڑے مجرموں کے لئے ہوتی ہے بندے مارنے پر سزا کا گندا رواج ہم میں نہیں کیوں کہ ھمارے ہاں ارجنٹینا کی طرح شرح خواندگی ابھی ٩٧ فی صد نہیں ، ا ور ہمیں آزاد ہوے بھی کتنے سال ہوے ہیں صرف ٦٣ .مزید برآں اگر اس فہرست میں آمروں کے کاسہ لیسوں کو بھی شامل کر لیں تو بیچارے مرغی چوروں کا کیا بنے گا ان کے مقدمات چلانے کے لئے تو انسداد دہشتگردی کی طرز پر ہنگامی عدلیہ کا انتظام کرنا پڑے گا جس پر اٹھنے والے اخراجات کے لئے ہمیں آئ ایم ایف کے سامنے پھر چادر پھیلانی پڑے گی . محا ورے کے ساتھ غیر پارلیمانی سلوک اس لئے کہ “جس جھولی میں سو چھید ہوے اس جھولی کا پھیلانا کیا” –
ا ور ہاں ہم ان کافروں کی تقلید کیوں کریں ان کو تو یہ بھی نہیں معلوم کہ آمر یت کس پرندے کا نام ہے ا ور حکومت کسے کہتے ہیں ، عوام بیچاری کیا بیچتی ہے بلکہ کس بھاؤ بکتی ہے. انہیں تو بس ہمیں نیچا دکھانے سے غرض ہے ، ان بے خبروں کے لئے ایک تازہ خبر ہماری طرف سے بھی کہ ھمارے ا ور انکے غیرت کے پیمانوں میں بہت فرق ہے ، عمر قید تو کیا ہم پھانسی بلکہ گولی مارنے کا ہنر بھی جانتے ہیں – اب فرق کیا ہے وہ خود تحقیقات کر لیں کیوں کہ تحقیق کا تو کا م ہی مغرب کا ہے –
